Every major new project that includes a residential element spurs city residents to ask whether the project's promised tax revenues to the city will be over-balanced by costs, especially for the schooling of the new residents' children. The city government's professional staff' relies on a consulting firm's fiscal impact model to answer such questions, and the Economic Development Authority has asked that firm to explain it all to interested residents.
